How these reports work

Immigration rules change through executive orders, regulations, court rulings and internal agency guidance, and they carry different legal weight. Each report explains who made the decision, who is affected and when it takes effect.

Where a rule is not yet in force or is being challenged in court, that is stated plainly, because for a migrant the gap between an announcement and a binding rule often matters more than the headline.

Official changes are published by USCIS, the State Department and the Federal Register in the US, by IRCC in Canada, by Home Affairs in Australia, and in the Official Journal of the EU. Weeks or months often pass between publication and entry into force, and in the US a court can block a rule before it takes effect. Precedent decisions of the Board of Immigration Appeals (BIA) change court practice as soon as they are published. For Ukrainians abroad, EU Council decisions on temporary protection and Ukraine's military registration rules are tracked separately.
